岗位定位 | Position Summary
作为用户端工程项目管理核心岗位，代表业务及运营需求参与工程项目全过程管理，为国内及海外工程项目提供项目管理支持。统筹用户需求、项目计划、预算、风险及跨部门协作，推动工程、设计、采购、施工、调试及移交等相关活动有效衔接，确保项目在既定范围、进度、预算和质量要求下顺利实施。
As a key user-side engineering project management role, the Associate Director represents business and operational needs throughout the project lifecycle and provides project management support for both domestic and overseas engineering projects. The role coordinates user requirements, project planning, budget management, risk management, and cross-functional collaboration, facilitating effective alignment across engineering, design, procurement, construction, commissioning, and handover activities to support project delivery within the defined scope, schedule, budget, and quality requirements.
主要职责 | Key Responsibilities
1. 用户端项目管理 | User-Side Project Management
代表用户部门参与工程项目从立项、设计、采购、施工、调试至移交的全过程管理，将业务及运营需求转化为清晰的项目要求，并推动相关工程团队落实。
Represent user functions throughout the engineering project lifecycle, from project initiation and design through procurement, construction, commissioning, and handover; translate business and operational needs into clear project requirements and facilitate implementation by relevant engineering teams.
2. 项目计划与执行管理 | Project Planning & Execution Management
支持制定项目总体计划、关键里程碑及交付目标，持续跟踪项目进度、关键活动及跨部门依赖关系；识别进度偏差、资源冲突及关键问题，并协调相关团队制定和落实纠偏措施。
Support the development of overall project plans, key milestones, and delivery objectives; continuously monitor project progress, critical activities, and cross-functional dependencies; identify schedule deviations, resource conflicts, and key issues, and coordinate corrective actions with relevant teams.
3. 海外项目管理支持 | Overseas Project Management Support
为海外基地新建、扩建及改造项目提供项目管理支持，协助总部与海外团队建立有效的项目管理机制，促进公司工程标准、项目管理要求及项目经验在海外项目中的应用，同时充分考虑当地法规、项目实施环境及运营需求。
Provide project management support for new-build, expansion, and renovation projects at overseas sites; facilitate effective project governance and collaboration between corporate and overseas teams; support the application of company engineering standards, project management requirements, and lessons learned while considering local regulations, execution environments, and operational needs.
4. 项目预算与CAPEX管理 | Project Budget & CAPEX Management
参与年度及项目CAPEX预算规划、项目成本估算及预算编制，建立并维护项目预算、承诺成本、实际支出及预测成本的跟踪机制；定期开展预算偏差分析，识别潜在超支风险并推动相应控制措施。
Participate in annual and project CAPEX planning, cost estimation, and budget development; establish and maintain mechanisms to track project budgets, committed costs, actual expenditures, and forecast costs; conduct regular budget variance analysis, identify potential cost overrun risks, and drive appropriate control actions.
5. 变更与成本控制 | Change & Cost Control
协同相关团队评估设计变更、范围调整及其他重大项目变更对成本、进度及运营的影响，为变更决策提供项目管理和成本信息支持，并推动价值工程及成本优化。
Coordinate with relevant teams to assess the impact of design changes, scope adjustments, and other significant project changes on cost, schedule, and operations; provide project management and cost information to support change decisions and promote value engineering and cost optimization.
6. 用户需求及跨部门协调 | User Requirements & Cross-Functional Coordination
作为用户部门与工程、生产、质量、验证、采购、财务、EHS、自动化及其他相关职能之间的重要协调接口，推动用户需求及时确认、关键决策及时完成，并协调解决影响项目交付的跨部门问题。
Act as a key coordination interface between user functions and Engineering, Manufacturing, Quality, Validation, Procurement, Finance, EHS, Automation, and other relevant functions; facilitate timely confirmation of user requirements and key decisions, and coordinate resolution of cross-functional issues affecting project delivery.
7. 风险与问题管理 | Risk & Issue Management
建立并维护项目风险及问题清单，持续识别项目范围、进度、成本、资源、质量及合规相关风险，推动责任人制定并落实风险缓解及问题解决措施，重点关注可能影响关键里程碑或预算目标的重大风险。
Establish and maintain project risk and issue registers; continuously identify risks related to scope, schedule, cost, resources, quality, and compliance; drive accountable owners to implement mitigation and resolution actions, with particular focus on risks that may impact critical milestones or budget objectives.
8. 项目治理与管理层汇报 | Project Governance & Management Reporting
建立规范的项目跟踪和汇报机制，定期汇总项目进度、预算、风险、重大问题及关键决策事项，为管理层提供清晰、准确、及时的项目状态信息及决策支持。
Establish structured project tracking and reporting mechanisms; regularly consolidate project schedule, budget, risks, major issues, and key decisions, providing management with clear, accurate, and timely project status information and decision support.
9. 项目交付与运营移交 | Project Delivery & Operational Handover
代表用户端参与项目验收、系统移交、遗留问题跟踪及项目关闭，协调确保相关设施、系统及设备满足后续运营使用需求，并推动项目经验总结和持续改进。
Represent the user organization during project acceptance, system handover, punch-list follow-up, and project closeout; coordinate to ensure facilities, systems, and equipment support subsequent operational needs and facilitate lessons learned and continuous improvement.
10. 项目管理体系持续优化 | Project Management Continuous Improvement
总结国内外项目实施经验，持续优化项目计划、成本、风险、变更及汇报机制，推动形成标准化、可复制的工程项目管理方法，提高跨项目及跨基地的管理效率和透明度。
Capture lessons learned from domestic and overseas projects and continuously improve project planning, cost, risk, change, and reporting processes; promote standardized and repeatable engineering project management practices to improve management efficiency and transparency across projects and sites.
任职要求 | Qualifications
教育背景 | Education
本科及以上学历，工程、制药工程、生物工程、机电工程、项目管理或其他相关专业。
Bachelor’s degree or above in Engineering, Pharmaceutical Engineering, Bioengineering, Mechanical/Electrical Engineering, Project Management, or a related discipline.
工作经验 | Experience
具有丰富的工程项目管理经验，熟悉工程项目从立项、设计、采购、施工、调试到移交的主要管理流程；具有生物制药、制药或其他受监管行业工程项目经验者优先。
Extensive experience in engineering project management, with solid knowledge of the major project phases from initiation, design, procurement, and construction through commissioning and handover; experience in biopharmaceutical, pharmaceutical, or other regulated industries is preferred.
海外项目经验 | Overseas Project Experience
具备海外工程项目支持或跨区域项目管理经验者优先，能够有效协调总部、海外基地及外部合作方之间的项目活动。
Experience in supporting overseas engineering projects or managing cross-regional projects is preferred, with the ability to effectively coordinate activities among corporate teams, overseas sites, and external partners.
预算与成本管理 | Budget & Cost Management
具备项目预算、CAPEX、成本预测、现金流、变更及偏差分析相关经验，能够从用户端和项目整体角度识别成本风险并推动控制措施。
Experience in project budgeting, CAPEX, cost forecasting, cash flow, change control, and variance analysis, with the ability to identify cost risks from both user and overall project perspectives and drive appropriate controls.
项目管理能力 | Project Management Capability
具备较强的项目计划、进度、风险、问题及变更管理能力，能够同时协调多个项目或工作流，并推动关键事项闭环。
Strong capabilities in project planning, schedule management, risk management, issue management, and change control, with the ability to coordinate multiple projects or workstreams and drive key actions to closure.

具备良好的跨部门沟通、协调及推动能力，能够有效管理不同职能及地区的利益相关方，并在复杂项目环境下推动决策及问题解决。
Strong cross-functional communication, coordination, and stakeholder management skills, with the ability to facilitate decision-making and issue resolution in complex project environments across different functions and regions.
语言能力 | Language
良好的中英文沟通及书面表达能力，英语可用于日常项目沟通、会议及项目文件。
Strong written and verbal communication skills in both Chinese and English, with English proficiency sufficient for routine project communication, meetings, and project documentation.
专业资质 | Professional Qualifications
PMP、IPMP或同等项目管理相关认证优先。
PMP, IPMP, or equivalent project management certification is preferred.
