Summary:

Project Director will be responsible for end to end large CAPEX project execution under GENG VP instruction, managing the day-to-day CAPEX project delivery and various internal stakeholders. In addition, he/she will review and analyze project schedule, quality status, site safety performance, team member working loading, engineering and contractor cost estimates, bids, change orders, invoices, labor rates, physical engineering/construction progress, etc.

The project director will be responsible for the project team performance from start to the end, and monitoring the budget, tracking and controlling CAPEX costs as well as engineer/contractor costs.

Responsibilities：

Assist to set up project team per individual project execution phase.

Manage and execute project in complied manner and strictly following WuXi Biologics procedures.

Prepare CAPEX project funding documents and monthly project progress report for steering committee.

Develop the initial project construction budget estimation.

Lead risk analysis reviews, manage risk model, monitor leading indicators and early warnings

Manage and monitor project performance, like schedules, change notice, progress, delivered documents

Take overall responsibility of project safety management. Set up routine safety monitoring program.

Manage project cost via design, procurement, and construction to achieve no over budget spending.

Develop, monitor, and maintain overall Monthly Project Reports including: progress, major achievement, risk, budgeting, forecasting, schedule updates, variance analysis, change management, risk management, early warnings etc.

Develop procurement strategies together with procurement team

Review and analyze engineer/contractor bidding plan like quality, compliance with company request and related code, schedule, progress, bids, change notices, costs

Work in conjunction with Construction Management, Facility Engineering, Quality Assurance, LDI, vendor and Project team to implement project management to ensure project execution is on track. (cost, schedule, change management,

progress reporting, deviation handling, and risk management, etc.)

Lead the project team of each disciplines covering quality, planning / scheduling, site management, qualification

Review, manage engineering/construction quality, progress, and cost forecasts for remaining work

Support the closeout of contracts and purchase orders

Deliver the project to end user no late than Board approved schedule. Responsible for project handover and authority permit approval.

Education & Experience：

Minimum Engineering Bachelor’s Degree, Process, CSA and HVAC technical background is acceptable, MBA degree is plus

20+ years of Project Management experience in pharmaceutical, life science and chemical industry, shall have pharmaceutical project from start to finish of US$100M size project or larger. Large scale lab, office and warehouse project experience is plus.

Large Scale Greenfield Campus CAPEX project end to end experience is required, shall also have in parallel managing 2-3 micro projects under one team experience.

Strong design management (LDI/consulting), construction management and facility/clean room commissioning experience is must. Facility commissioning & hand-over experience is required

Shall have strong hands-on cost estimate, cost reporting and time schedule level 1 & 2 establishment and management skill

Strong Cost management & Value Engineering skill is required

Overseas project management working experience is strong plus e.g. Singapore, SEA, Japan, Middle East, USA.

The individual shall have strong management skills for LDI design quality and progress control, international standard construction site EHS management, change management, schedule management, cost estimate analysis, budget monitoring, cash flow analysis, risk management and benchmarking project costs, qualification implementation.

Candidate shall have a strong technical knowledge in engineering in different phases from feasibility study, concept & basic design to detail design. Deep technical knowledge either of pharm/biopharma process or HVAC system and architecture for 2nd pharmaceutical or similar life science environment project under clean room condition, API project is plus.

The individual must have a good understanding of all types of project execution phase from concept design, basic and detail engineering, bidding or tendering, site construction, commissioning and qualification till handover. Candidate shall have hands-on experience within owner engineering team for project management.

The individual shall have strong skills in project reporting (weekly& monthly), cost reporting, greenfield project authority permitting whole progress

Required skills

In Proficient in Microsoft Excel, Word, Project, PowerPoint. Oracle P6, Visio, will be preferred

Registered Grade 2 Constructor or above is required.

Fluent English, oral and writing, communicate with foreign colleagues without any blocking addition is plus

Overseas project experience is strong plus

LDI and Project Management Firm work experience is plus

Flexibility to in parallel manage multiple projects with deadlines. Willingness to travel as necessary.
