岗位概述 / Role Summary
• 负责工程类费用的全面管控，覆盖运维类 OPEX 的采购与费用控制、CapEx 的预算编制与执行监控，支持并参与国内外工程项目的费用控制。重点要求候选人具备工程采购或项目造价背景，能在工程项目与日常运维场景中实施严密的预算、合同与成本控制，确保资金合规、透明并达成预算与节支目标。
• Responsible for end-to-end control of engineering-related costs at site level, covering OPEX procurement and expense control, CAPEX budgeting and execution monitoring, and supporting cost control and settlement for domestic and overseas engineering projects. Candidate must have background in engineering procurement or project costing, able to implement strict budget, contract and cost control in both project and maintenance scenarios to ensure compliant, transparent and budget-aligned use of funds.
主要职责 / Key Responsibilities
• 预算与计划：编制并推动年度工程 CapEx 与运维 OPEX 预算、滚动预测与费用计划，参与资本优先级评估与投资回报分析。
• Budgeting & Planning: Prepare and drive annual engineering CAPEX and operational OPEX budgets, rolling forecasts and expense plans; participate in capital prioritization and ROI analysis.
• CapEx 管理：建立并执行 CapEx 全流程管控（立项、审批、预算下达、合同管理、付款里程碑、成本确认与资产入账、竣工结算），监控执行进度与成本偏差并推动纠偏。
• CAPEX Management: Establish and execute end-to-end CAPEX controls (project initiation/approval, budget allocation, contract management, payment milestones, cost recognition & asset capitalization, final settlement); monitor execution and implement corrective actions for variances.
• Opex 与工程采购管理：主导工程/运维相关采购流程与策略（备件、维修服务、外包承包商），负责采购需求评审、询价/招标、合同谈判、SLA 制定与供应商管理，推动采购合规与成本节约。
• OPEX & Procurement Management: Lead procurement processes and strategies for maintenance/engineering (spares, maintenance services, contractors); handle requirement review, RFQ/tendering, contract negotiation, SLA development and vendor management to drive compliance and cost savings.
• 项目费用支持（含海外项目）：支持厂房改造/扩建、设备引进与安装等工程项目的成本估算、投标成本评审、变更费用评估与控制；为海外项目提供费用估算、外汇/关税评估、跨境付款与税务对接支持。
• Project Cost Support (including overseas): Support cost estimation, tender cost review, and change-order cost control for renovation/expansion and equipment installation projects; provide cost estimates, FX/duty impact assessment and cross-border payment/tax liaison for overseas projects.
• 成本监控与分析：建立并维护周/月度成本仪表盘（预算执行、承诺、在途、已付、变更单与偏差分析），提供管理层预警与决策支持。
• Cost Monitoring & Analysis: Develop and maintain weekly/monthly cost dashboards (budget vs actual, committed, in-transit, paid, change orders, variance analysis) to provide management alerts and decision support.
• 合同、发票与付款管理：审核工程合同条款（付款里程碑、质保、违约条款），管理发票审核、付款计划与对账结算，协同财务与供应商推进结算闭环。
• Contract, Invoice & Payment Management: Review contract terms (payment milestones, warranties, penalties), manage invoice review, payment scheduling and reconciliation; coordinate with Finance and vendors for settlement closure.
• 内控与审计支持：建立费用控制制度与审批流程，保障内控合规，支持内部/外部审计并落实整改措施。
• Internal Control & Audit Support: Establish expense control policies and approval workflows, ensure internal control compliance, support internal/external audits and implement remediation.
• 流程优化与数字化：优化费用控制与采购流程，推进 SAP/ERP、CMMS、电子采购与 BI 报表的联动与自动化，提升效率与透明度。
• Process Improvement & Digitalization: Optimize cost control and procurement processes; drive integration and automation of SAP/ERP, CMMS, e-procurement and BI reporting to improve efficiency and transparency.
• 费用控制流程优化与成本降低（新增）：设计并推进费用控制与采购流程的优化与标准化（含采购审批、合同管理、付款与成本归集流程），识别并落实成本节约机会（供应商谈判、替代方案、库存与生命周期成本优化、工艺或方案改进等），主导成本降低项目并量化节约成果，定期向管理层汇报改进成果与ROI。
• Process Optimization & Cost Reduction (Added): Design and drive optimization and standardization of cost control and procurement processes (procurement approvals, contract management, payment and cost allocation), identify and implement cost-saving opportunities (supplier negotiation, alternatives, inventory and lifecycle cost optimization, engineering/process improvements, etc.), lead cost-reduction initiatives and quantify savings, and report improvements and ROI to management regularly.
• 团队协作与沟通：与工程、项目管理、采购、财务、税务、法务及业务团队紧密协调，作为费用管理接口推动跨部门问题解决；视岗位规模可负责费用控制团队管理。
• Cross-functional Collaboration: Work closely with Engineering, Project Management, Procurement, Finance, Tax, Legal and Operations as the expense management interface; may lead a cost-control team depending on role scope.
任职资格（必须项） / Qualifications (Required)
• 学历：本科及以上，工程管理、土木/机电/化工工程、财务/会计或相关专业优先。
• Education: Bachelor’s degree or above; majors in Engineering Management, Civil/Mechanical/Chemical Engineering, Finance/Accounting or related preferred.
• 工作经验：5 年及以上工程费用管控、工程采购或项目造价相关工作经验；须具备在制药/生物制药或大型制造/工程企业从事工程采购或造价估算/成本控制的实际经历。
• Experience: 5+ years’ experience in engineering cost control, engineering procurement or project costing; practical experience in engineering procurement or cost estimation/cost control within pharma/biologics or large manufacturing/engineering companies is required.
• 专业背景（必备）：具备工程采购或项目造价背景（如工程采购主管、项目造价工程师、成本控制/估算工程师等），熟悉招投标流程、工程合同条款与变更单管理，能独立完成工程造价估算与成本控制工作。
• Professional Background (Required): Demonstrated background in engineering procurement or project costing (e.g., procurement lead, cost estimator, cost control engineer); familiar with tendering, contract terms and change-order management; able to independently complete cost estimates and cost control tasks.
• 技能与工具：熟练使用 SAP 或主流 ERP、CMMS（如 SAP PM）、电子采购平台与 Excel/BI（含复杂模型/数据透视/宏）进行预算与成本分析。
• Skills & Tools: Proficient with SAP or mainstream ERP, CMMS (e.g., SAP PM), e-procurement platforms and Excel/BI (advanced modeling/pivots/macros) for budgeting and cost analysis.
• 财务与合规意识：了解资本化会计处理、折旧政策、税务（关税、增值税、跨境税务）与发票合规要求，能与财务/税务团队有效对接。
• Financial & Compliance Awareness: Knowledge of capitalization accounting, depreciation policy, tax implications (duties, VAT, cross-border tax) and invoice compliance; able to liaise effectively with Finance/Tax teams.
• 项目与合同管理能力：具备招投标成本评估、合同风险识别与价格谈判能力，熟悉工程变更费用控制流程。
• Project & Contract Management: Skilled in tender cost evaluation, contract risk identification and negotiation; familiar with change order cost control processes.

• Cost Reduction Capability (Added): Proven track record in developing and implementing cost reduction measures, able to deliver quantifiable savings through vendor management, procurement strategy, inventory and lifecycle cost optimization or engineering/process improvements, with demonstrable case examples or results.

优先条件（加分项） / Preferred Qualifications
• 曾支持或负责过海外工程项目费用控制与跨国结算经验。
• Experience supporting or leading cost control and cross-border settlement for overseas engineering projects.
• 持有注册造价工程师、PMP、CMA/ACCA/CPA 或采购/合同管理相关资质。
• Holding credentials such as Registered Cost Engineer, PMP, CMA/ACCA/CPA or procurement/contract management certifications is a plus.
• 在制药/生物制药行业具备工程类 CapEx/Opex 管控成功案例。
• Proven successful cases of engineering CAPEX/OPEX control in the pharma/biologics industry.
• 熟悉持续改进方法与成本优化工具（如 Lean、Six Sigma、价值工程/VE、成本工程方法）优先。
• Familiarity with continuous improvement methodologies and cost-optimization tools (e.g., Lean, Six Sigma, Value Engineering/VE, cost engineering methods) is preferred.
