As the regulatory landscape continues to evolve, our organization requires proactive, technically rigorous leadership on the ground in China to ensure our platforms navigate emerging obligations while preserving product integrity and user trust.

We are seeking a senior leader based in China to represent Apple’s Services engineering organization on the regulatory and compliance issues that shape how our services operate in China. You will lead an in-country team responsible for strategy, interpretation, advocacy, and execution across China regulatory, compliance, and partner engineering work. You will serve as the senior Services regulatory and compliance leader in China and engage directly with regulators, assessment bodies, and auditors. You will work in close partnership with our colleagues in Legal and Government Affairs, who lead on legal interpretation and government relations, and with Apple’s China leadership, ensuring that regulatory and compliance strategy reflects Apple’s priorities and presence in the country.

Apple operates services in China at a scope and scale unlike any other multinational company. The challenges we face have no playbook. Our work is exceptionally complex, ambiguous, and vital to Apple’s operations. This role is focused on how expanding data, cybersecurity, internet, and AI regulations in China affect Apple’s services. It drives the practical application of those regulations into systems architecture, data governance, data export, and content operations.

This role covers the full arc of that work: shaping Apple’s strategy, interpreting what regulations mean for our systems, advocating for workable approaches with regulators and assessors, and driving execution with engineering and partners. You represent Apple’s global engineering organization, and you solve problems from the business and engineering perspective with our essential partners in Legal and Government Affairs.

In response to these regulatory and compliance obligations, Apple maintains strategic and operating partnerships for several of our services in China. This role manages in-country engagement for regulatory and compliance, collaborating closely with local operating and technology partners, local Apple teams, and US engineering leadership.

The goal is for our services to operate reliably and securely while remaining compliant with evolving rules.

最低任职要求
12+ years of professional experience, including 8+ years owning regulatory or compliance strategy for technology products or services. This means setting direction, interpreting requirements, and making or driving consequential decisions, not only executing programs or audits.
A demonstrated record of resolving novel, high-stakes regulatory or compliance problems with material business impact, including advocating for difficult positions and presenting options and recommendations to senior executives.
Direct experience representing technology or engineering organizations in regulatory engagements, government assessments, or technical audits with Chinese regulatory authorities or designated assessment bodies. This includes hands-on familiarity with frameworks such as MLPS and Cross-border Data Transfer Security Assessments.
8+ years of people management, including leading senior specialists or managers and building teams.
Technical fluency to engage engineers credibly on service architectures, backend data flows, cloud infrastructure, identity, data residency, and AI/ML systems, and to evaluate technical options against regulatory requirements.
Working knowledge of China’s data, cybersecurity, and AI regulatory landscape (for example PIPL, DSL, CSL, and algorithm and generative AI rules) and of how these obligations interact.
Proven track record managing and negotiating complex technical, operational, or business relationships with external strategic partners, platform operators, or service providers.
Complete bilingual professional fluency in Mandarin Chinese and English (written and spoken), with proven mastery leading technical reviews, negotiating complex issues, and presenting to executive and government audiences in both languages.
Demonstrated excellence in communicating with and influencing senior leadership across global engineering, legal, business, product, and operations organizations across time zones.

Experience building and scaling an in-region regulatory, compliance, or technical compliance team within a global technology company.
Experience with local cloud infrastructure, third-party data center operations, and joint operating models in China.
Direct experience handling regulatory filings and compliance reviews for internet information services, algorithms, or content delivery systems in China.
Deep domain experience with consumer internet platforms, cloud infrastructure, or identity and account architectures operating at massive global scale.
Degree in Computer Science, Information Systems, Engineering, or a related technical field, or equivalent practical experience. An advanced degree is a plus.
